The What, When, Where, Why, and How of Applying to Federal Government Jobs

Now that our Government and Policy Career Fair is over, many students are now starting the process of applying for federal jobs.

Why?

Working for the federal government offers some great rewards such as a competitive salary, great benefits, job security, and comprehensive health coverage.  One of the great benefits that comes with federal employment is the recently created Public Service Loan Forgiveness Program, which encourages people to work full-time in public service jobs. Under the Public Service Loan Forgiveness Program, borrowers may qualify for forgiveness of the remaining balance due on their loans after 120 payments are made.

When?

If you’ve ever thought about obtaining a government job, now is the time! According to the Partnership for Public Service, the federal government will fill more than 50,000 entry-level jobs in the next 12 months, along with about 60,000 paid internships.

What?

The next step is to find what job best suits your interests and skills.  According to the Making the Difference Website, there are jobs and internships available in practically every interest and skill area, in all 50 states and around the world. The website also has a detailed list of the different federal jobs available. Where?

There are nearly 300 federal organizations. If you’re unsure what might be the best fit for you, be sure to check out the Best Places to Work website, which contains rankings of employee satisfaction and commitment in the federal government. It is ranked by categories such as the best Work/Life Balance, Pay, Diversity, and Effective Leadership.

How?

The Federal Government’s official job site is: http://www.usajobs.opm.gov/

However, there are several steps you must follow in order to apply for a federal job. First is to create a federal resume. Unlike in other professions, the procedures for applying to a federal job and creating a federal resume contains specific rules such as being as detailed as possible in regards to previous employment.  A Federal Resume does not have to be limited to one page. Why not U.S.?

As a career counselor for the College, I’m supposed to learn a little bit about every career. When I was charged with giving myself a crash course on government careers, I was probably like many people and thought – boring! But the more I read about working for the Uncle Sam and the more I talk with the alumni feds, the more I realize what a unique employer the government is.  (Yes, it is an occupational hazard to be attracted to a new field every day.)

Not only is the federal government hiring right now, but they are hiring for jobs in every field. You can work in public health, finance regulation, historic preservation, foreign service, engineering, environment, etc.  It also turns out that federal jobs pay better than I thought, and there is a schedule for raises and promotion. The jobs are located in every state in the U.S.

I admit that government applications can be a hassle, but that’s why Career Services is putting on a slew of events to help you navigate the process and talk directly with real feds who can show you the ropes. Here’s what’s coming up this semester:

A Day in the Life: Educational Non-Profits

If you’re interested in education, there are many alternatives to teaching or working in a school, whether it is an elementary school or university.  On Tuesday, September 28th Jason Chan (SAS ’02) will highlight one of these alternatives when he tweets for @PennCareerDay about his career with an educational non-profit.

Jason Chan is the Director of Scholar & Alumni Programs at the Asian & Pacific Islander American Scholarship Fund (APIASF), where he serves as a student advisor and oversees a portfolio of academic support, leadership development, and community-building programs designed for recipients of the APIASF and Gates Millennium Scholars (GMS) scholarship awards.

Prior to APIASF, Jason was a graduate coordinator in both the student conduct and multicultural affairs offices at the University of Maryland-College Park. In addition to advising student organizations and campus leaders, he also facilitated intergroup dialogues and co-taught a course on leadership and race. Jason has also worked at City Year, a national non-profit community service organization, as an AmeriCorps volunteer and a full-time staff member. There, he taught diversity curricula to Boston public school students, managed neighborhood service-learning programs, led teams of volunteers in service, and supported City Year’s recruitment and admissions functions.

 

Jason has a M. Ed. in College Student Personnel from the University of Maryland-College Park, and a B.A. in Psychology and Biological Basis of Behavior from the University of Pennsylvania.

Trophy Kids Do Well By Doing Good: The Millennial Generation and Public Interest Careers

Most college students today are probably well aware that they have often been labeled by educators, market researchers, and prospective employers as Millennials, Generation Y or the Next Me Generation.  Older generations comparing themselves to the next crop of young adults is nothing new, but never before has a generation (in this case, those born between the early 1980’s through the early 2000’s) been scrutinized so closely as technology has made it easier to track the behavior of large numbers of people while our consumer culture has provided the motivation for marketers to gather as much information as possible about this group of young people and their purchasing power.

Millennials: Confident. Connected. Open to Change.

As a student affairs professional, I’ve sat through many conference presentations that introduce educators to this generation of students who grew up receiving trophies, regardless of the final score; a generation of students who have been connected and online ever since they can remember, not thinking twice about posting photos and very personal updates about themselves on a myriad of social networking sites; a generation of students who have been pushed to achieve and believe they are special. The Pew Research Center’s 2010 report, The Millennials: Confident. Connected. Open to Change , offers a fascinating and, I think, very positive portrait of this “self-expressive, liberal, upbeat” generation of young people who are “receptive to new ideas and ways of living.”

One of my favorite Millennial monikers is the “Next Civic Generation” referenced by Winograd and Hais, co-authors of Millennial Makeover: MySpace, YouTube, and the Future of American Politics, which proposes that the Millennials are the most civic minded generation since the 1930s and 1940s. According to Michael Brown, co-founder and CEO of City Year, “Community service is part of their DNA. It’s part of this generation to care about something larger than themselves.” (USA Today, 4/2009)

Penn students engaging locally and globally

As a career counselor at Penn, I am often humbled and inspired by the enthusiasm and commitment of so many students and alumni who work with various community service and public interest initiatives in West Philadelphia, across the nation, and around the globe. Many Penn students intern or volunteer for nonprofits and many go on to create nonprofits or to support public interest initiatives as part of their private sector careers. Clearly our students know that pursuing an internship with a nonprofit organization is one of the best ways to learn about public interest careers, build their skill set, and figure out what specific career path they eventually want to pursue.

Fortunately for Penn students who identify with the “Civic Generation” label, there are many ways for them to connect with related volunteer and internship opportunities and to talk with alumni who work in the field. Our Career Resources by Field page includes resources and tips from alumni for students interested in nonprofits, policy, international development, and government careers. And Idealist’s Guide to Nonprofit Careers for First-time Job Seekers is also a wonderful primer.

If you are interested in learn about what a nonprofit internship might involve, read the Civic House Associate Coalition’s summer internship blog. The contributors are Penn students who have received funding through Civic House programs for internships affiliated with the Penn community and beyond. I’m sure you’ll find Ankit, Estee, Allyson, Haley, and Shri’s observations, reflections, and musings interesting, insightful, and even entertaining. I loved reading about Ankit’s students Pradoop and the two Poojas.

Making a Difference: the goal behind the goal

In today’s economic climate, the journey to employment can be like a winding road, where you can approach a turn and not know what to expect around the bend.  To seek fulfillment and meaning in your work is a worthy pursuit, though you may feel like you’re on a detour when goals you set when you started your academic program seem out of reach.  It is possible to look beyond dashed or delayed expectations to options that you hadn’t considered.  To become open to other opportunities requires that you consider the “goal behind the goal.”  In other words, what do you see as the overarching mission that moves you toward your specific career goals?  How can you leverage your skills to move toward that mission right now?

As you rest up and regroup during winter break, consider some of the possibilities:

The Federal Government is currently a major source of career opportunities.  You may be surprised at the variety of fields and disciplines represented. Career Services is working with the Partnership for Public Service to make students aware of the careers available with the Federal Government. Perhaps you are the enterprising type and should pursue some form of entrepreneurship. This could involve a number of short-term projects that will allow you to establish a track record that leads to permanent employment. On the other hand, you may find that owning your own business, whether part-time or full-time, is a good fit for you.  Take a look at the resource list from our previous workshop on creative self-employment.

If you are considering non-profit careers, take a look at the following excerpt from our recent alumni panel on the State of Things: The Impact of the Current Economy on Non-Profits. The panelists were Nancy Burd, Founder/President of The Burd Group, Nancy DeLucia, Regional Director at the Greater Philadelphia Cultural Alliance, and Katherina Rosqueta, Director of the Center for High Impact Philanthropy at Penn’s School of Social Policy and Practice, who noted that her career path was “never about choosing a sector, but about making a difference.”
